赵珂，笔名舸兰，汉，1963年出生于河南，祖籍山西。 毕业于中国书画通信大学国画班(大专)。 现任中国书画家联谊会会员、中国书画家联谊会新文艺集团书画家实务委员会副秘书长、新闻网络联盟副主编、英国皇家艺术基金会永久艺术顾问、信息司数据库艺术人才、政协画院副院长等职。 93年在北京2000奥运会第一届国际书画艺术大会特邀作品中获奖。 作品被吉林省图书馆、第二届国际书画大展组委会等多个机构收藏。
